It's been passed, but it's just virtue signalling. The original executive order was 2030, than moved to 2035 when it was put into law. It's going to get pushed to 2040 or further. If not you'll see lawsuits.
It's the worst thing you could do for EV adoption. You have to let the market work, the same way people eventually moved to smart phones, faster processor's, etc. Even Elon musk thinks this is stupid, and he would benefit the most. But you already know all this, I'm speaking to the choir
To be clear, no EV mandate was passed in California. What we did have was a 2020 executive order that provided the foundation for CARB to create implementing rules requiring ZEV by 2035.
As I’ve long maintained, anything that extends beyond the term of the legislators who created it is broadly aspirational-only. That’s definitely the case here. It was implemented with the stroke of a pen, and it can just as easily be undone or amended by one.
I personally support the policy, but it’s aspirational. No legislation was passed as it was implemented by executive order.

In California definitely can be done for new cars. But battery electric alone cannot do it. I bet they pivot and partial zero mandate will happen in 2035. But hybrids will be the only none full zero choice across California. In Canada, I highly doubt it’s possible, but it would have to be hybrid too

Reset my trip odometer with the time change. Got as high as 2.45 mi/kWh during the summer, but settled at 2.40 mi/kWh at the time of reset. Started going to a closer office and doing longer drives at highway speed. Lifetime is still at 2.39 mi/kWh and I'm between 2 and 2.2 at highway speeds

I would say that's really good for an 800 plus HP vehicle that size and weight. You are getting roughly 81 MPGe on average and 74 MPGe at highway speeds 👍
In comparison, my friend has the V8 Raptor R (5.2L/720 HP) and he's happy when he gets 14 MPG
