does anyone happen to know the size of the oval tips in this picture that fit inside the surround? If the inlet of the tips needs to be 54mm, what size are the exits of this to still fit?

IMO I think it looks cleaner with no surround, but it doesn't look "bad" thru the surrounds either, just busier to me personally. examples below (not my car)

Idk for sure but if I had to venture a guess I would say maximum dimensions you could do are probably 2-2.25" minor axis and 2.75-3" major axis.

Although my tips aren't oval, this pic might help you picture the size you're asking about.
The O.D. of this exhaust tip is 57mm, (2.244 inches).

Based on Tim's pic I would think an oval with a 2.5" height will fit, depending on just how oval it is. If the major axis distance is under 3.5" it should be fine. I would not try any larger than that.

If I had to estimate on visuals I would say the ovals from the posted pic are 2.5"x3.5", but I don't know who owns that car I posted, it was just something I had seen once on facebook and saved on to my phone.
