New software update
Never really had any phone connection issues. AA acts up periodically, right now the Waze voice volume is wonky but that appears to be a problem with Waze. I was just concerned that my car wasn't able to accept OTA updates and the ramifications of that if an update was issued that had addressed some serious safety issues. Am now comfortable that there is nothing wrong with the car.
A regional tech came to our city to manually load new software. He says he is traveling all around his area manually loading quite a few of the small screen cars. Seems a little crude, but whatever, works (again, still?)
Just as you said, kept harassing the dealership service manager and Lexus Canada. A case was opened and a I spoke with the case manager at least 4 times. A month or so later the service manager called and told me to try again. I guess Lexus Canada called him to advise they had pushed it out again and he called me. Other than that, I don't know what they did.

Wow, guess what landed on my infotainment today months and months and months after it was released, V2170. 
I had pretty much given up and stopped paying attention then out of the blue "Update Available". I suppose its possible that Lexus did something to finally release it, but perhaps not coincidentally just a couple days before all the always-on computers were reset in my car. I was sitting in the garage ignition on-engine off with a scan tool connected. I was just poking around communicating with all the electronic modules and exploring what diag functions were available when I noticed the battery voltage had dropped into the 9s, the dash started to flicker, all door latches started randomly and individually clicking (which is weird, because they are completely silent in normal operation), and then things went dark and quiet leaving me trapped in the car. Instead of waiting for the fire dept, I employed my Houdini skills to operate the manual door release, and thru a battery charger on it for few hours. Next day (yesterday) all was back to normal and didn't see any adverse affects (there was a "lost communication" code stored but that's normal in the situation). Today I went out again for a couple of stops and after stop #1 there was the update. If Lexus didn't do anything, I'm wondering if the reset forced the system to clear and re-evaluate its update availability status.
