code 24 need advice

code 24 need advice
ok so i really hope someone can point me in the right direction. and yes i have searched my butt off. my 95 sc300 threw a code 24...i started trouble shooting by checking the idle speed sensor,took it off ,cleaned it, reinstalled, idles like a kitten now. however it didnt fix the problem and my car is still stalling out. So next was the tps. i went out and bought an ohm meter and read a tutorial on how to test resistance between pins to detirmine if its bad. when i went to test however i got no reading, then there is a peice i noticed that makes a rapid clicking noise when the key is in the on position..i cannot find out what it is to save my life,i noticed that my CEL blinks on and off when its doing this so im thinking this is my problem..it is to the right of the tps in front ofthe pelnum with two vac line coming out of it one connects to the tps on the far left of the TB. it also has a plug with two pins i tested the resistance between the two pins just for giggles to see if my ohm meter was working and i got a reading so i cant understand why its notworking for my tps. someone please give me some advice or point me in the right direction. thanks im going to try and post up a pic of the part
