So I'm trying to adjust my BC Racing BR coilovers (brand new, just installed) to raise a bit. I understand I loosen the lower ring (c), and then turn the second ring (b) clockwise, which should turn the threads clockwise pushing the coilover up out of its lower housing.
Unfortunately the coilover doesn't seem to want to come up out of the lower housing. Turning the second ring (b) clockwise just pushes the first ring (a) upwards further compressing the spring... I've tried turning the entire assembly by hand without using the spanner wrench without much luck.
What am I doing wrong?

I actually tried that, but the it takes a bit of force to spun the shaft. I wouldn't be able to do it without the spanner wrench. This is the first time I've tried coilovers so I've never adjusted them before, but from what I've read they should spin fairly easily. Is something wrong?
No. Just make sure the threads are clean. I just don't want to accidently mess with the top ring. That messes with the factory adjusted setting. It does take some force to spin the shaft but not great force. Like opening a new jar of pickles.
Yea, they are brand new and clean, but there were a couple of points where I would actually the bottom ring would actually push up the top ring a notch rather than rotate the coilover (did my best to readjust back down appropriately when that happened). Each side other than the rear passenger wasn't easy to turn. I'm a little worried since I'm not sure why they are so tight.
I'm going to adjust them again since even though I measured and tried to calculate the adjustments I brought the front up too much. This time I'm going to try going to the local DIY shop and use their lift since I'm tired of screwing around on jack stands.
Our sway bars makes it harder when only one side is jacked up from the ground, the sway bar is just doing it's job. You should jack both the front up, it will turn easier.

I progressed driver side (front then rear) then passenger side. I had that thought when starting the passenger side and made sure both front wheels and both rear wheels were off the ground as I adjusted them. It did make it a bit easier!
