I a rattle issue, and I read about it in the fourm, I am looking for the TSIB that match my car year (2011),
I talk with my dealer and he doesn't know about this problem, weird no?

I'm not sure if the 2011 model year cars have the same rattle problems as the previous cars (correct me if I am wrong), but if it is certainly from the dashboard, then chances are the plastic clips that hold the dash are loose. Its an annoying sound and the dealer will charge $1k to fix it (and their fix usually won't last too long), so I just learned to live with it. The car doesn't rattle unless I'm driving on bumpy roads anyway. And if I'm playing music or talking to a passenger I can't hear it.
It is just a really annoying problem with a really complicated fix because of a very bad design.
Get an Eraser that's like a rectangular box, and then taper the long edge and shove it into the gap where the windshield meets the front of the dash.
This is what I did and it helps BIG time. The tapering is kind of tough actually, but it helps squeeze the eraser in there. I actually don't have mine tapered and it still works well, I just haven't gotten around to it...

The TSIB is only for cars under basic warranty. Your car is probably out of the 4 years.
If putting paper there solves it, then that's where the rattle is coming from. It's a common place to rattle for a lot of IS -- some of the is on the bottom of the cluster. A less ghetto way to do this is go buy some black felt tape from Michaels and try to wedge it in there.

After few more investigation its seems like the rattle is coming from the windshield, when I put my finger between the windshield and the dashboard and press it, the rattle seems to be gone- not 100%, but a lot better

I tried to solve mine by putting black electrical tape in the same places that you did on your photo but I don't think I put enough so it started rattling again. I probably should try black felt tape like Nosurprise said but I never tried fixing it again since I got used to it.
I solved mine by putting 1/8 thk foam. I pulled the whole instrument cluster out. Once you do this you can see clearly how the the cluster, and the dash holder behind is also plastic. Some places I had to double up the foam to make it thicker. There is no support for the cluster itself that's why you get rattling. For the two screws. I cut small squares and placed them in between the dash and the cluster. You'll have to push through the screw clip first. Then just retighten the 2 screws back.
