Just got off the phone with them, unfortunately my car wasn't involved in the recall so I won't be getting the $500 gift card. I asked them if my car was involved will they give me the gift card even though I bought it used and they said YES

One quick note- unless your Lexus dealer sells textbooks, it can not go to that.
It doesn't work at "normal" stores...just dealers.
(it's also only good for 1 year, so folks planning to just use it for a bunch of oil changes are outta luck too)

Just called... Lexus added me to the list to get the GC, first they have to mail me a letter that I will recieve by mid march... She told me by the looks of it she is 90% sure ill get it and gave me this number its a team that is dealing with the 500.00 GC's. 800 872 5398

So I just called, the guy was kind of being a *******. He said since I didn't have the extended warranty and only the people who had that got it. They said I'd be able to get an extended warranty but that's it. I informed him that I've heard many people getting it but he said they were probably confused and didn't know they had extended warranty.... I'm sure people will know because of the cost of it... Should I try and call back?

Just for the record, I am the original owner of a 2006 IS350. I do NOT have any extended warranty (and never have). I have not had the recall performed on my car yet. I already received the $500 gift card and I already used it. I hope that clears up some misinformation.
EDIT: It is quite sad on Lexus side that they can not get this right and constantly giving people all kinds of different information. This has been an extremely unorganized ordeal and seems to be a pain in the *** for the people that have received all this misinformation.

just to muddy the waters even more...
i just called back and asked again if i was eligible for the rebate. i was very careful to not tell them when i purchased the car nor when the recall was done. first person i spoke to said he wasn't sure if i was eligible but could transfer me to a supervisor. She asked a few questions and said i should have received a packet in the mail but would check with corporate (i thought this was corporate but i guess not). she called me back out 10 minutes later and said that they were processing the packet and i should receive it in the next 30 days.
not getting my hopes up just yet but they're telling me i've got a chance!

just called, they ask me if i recieve any letter in the mail after the recall was done and i said yes. IT's the letter reguarding the VSA aka extended warranty. So for people who already have the VSA they will get the giftcard. Sounds reasonable.

I had the recall done last week. I just received my gift card for $500 today. It is a Visa debit card that can be used at any Lexus dealer. It has to be used in one year from issue. I did not get the extended warranty. The Lexus rep. said that Florida did not allow the warranty, so we got the gift card instead.
