Get his badge. Or at the very least get him a suspension. Simple as that.
File a complaint to the PD he works for via a pro-bono lawyer who has a hard on about that particular Department. Or, if your really into it pay for the lawyer yourself - but have a complaint filed and a suit drawn up for destruction of personal property submitted by a lawyer. Just do not do it yourself or it will just get lost/destroyed by some a-hole desk clerk.
It matters in the LEAST that he is a public servant (even with a government with socialist elements like Canada's), he has to follow the same rules as the common man when it comes to personal property. And he is CLEARLY in the wrong on that point. I DARE them to find a statute that gives him the legal ability to destroy your personal property.
If you don't have a very taxing life-schedule, this could be a great way to spend a few months time off and on and potentially make a chunk of change in the process if you feel like going down that road. In the least you'll learn a lot about how you can stick it to dirty cops if they ever come to test you in the future. Local police departments are generally in such disarray due to lack of funds and idiot workers these days that one of the few ways they have left to attempt "Control the public mass" is by breaking their own rules. It's only made worse that because they don't think you've got the time, ***** or energy to call them out on these acts, a one time rule break quickly turns into a cancer of ideals as they think they can just use that dirty method anytime they want from there on out. Each new offense on the public becomes Cop story told to cop friend at the water bottle. And it makes it all ok because he got away with it right? And then his cop friend does the same thing or worse to show he's *in the circle* and from there it just spins out of control. At least, that's how it is here in the United States from what I've seen in the past 30 years. Hardly anyone is held accountable for their misdeeds and you have now become the fall guy of that horrible cycle it looks like.
Possibly I'm looking into it too deeply - but I just don't take ***** from ANYONE anymore and this is my interpretation of the situation. You were there though, so only you can make the call as to what is the right thing to do.

I dunno, this happens here as well. I've gotten stories of instances here in GA, the cop pulls u over for tint, brings his shade meter with him, if your tint is past that, some cops cut it or tell you to cut it right then and there.
Total crap but it sadly happens.....
The funny thing is while they are ripping out your tint, someone is getting shot or raped. U know a real crime.

Like I always said, most cops are the most worthless scum of the earth, they couldn't make anything of themselves and get a real job, so they chose easy government positions.
If that makes you feel any better, cops are getting pathetic pay and will never be able to afford quality of life of a person with at least half a brain.

Drive through IL for a shocker... next town over the cops sit outside of local tint shops and pull you over 5 seconds after pulling out of the shop...
