Default help!

enclosed is a picture of a bolt that i found loose. it is part of the rear suspension where bolted to the car. I have labeled it 1. Question, can I just tighten this bolt and everything be good again, or should I have this professionally looked at? I have also labeled another spot of concern. Point 2 looks is a rubber washer that is clearly exposed. Is this how it is supposed to look like?

Screw the bolt tight. Make sure you dont let the rod spin when screwing the bolt. I think this one requires an allen wrench on top to keep it in place while turning the bolt tight.

The rubber piece is ok.

do not overtighten the piston rod nut (#1) you will damage your strut rod and /or strut mount bushing.. trq is around 22lbs if my memory serves me correct.. use allen key with a 17mm or 19mm open end wrench and hand tighten
