There are several places to find this out. I think even the door sticker will tell you (not sure). Tirerack.com has the sizes in its database. lex400sc's FAQ has some listings.

You can fit several tires on a 9" rim. It all depends on your fitment. For an SC your standard tire would be a 245/40 to keep the stock tire diameter. You can go wider, but that usually means higher as well. Sometimes you can fit a 265/35 if the offset is right. Then, there are people that go even wider... However, because a stock SC300 cannot spin the tires like a v-8 muscle car, I do not see the need.

alright, so for example, for my 18x9 rims that i will be buying which have an offset of 45, do you have a specific recommendation that would not be outrageously expensive, and would help maintain as close to an accurate speedo and odo as possible?

You need to be more specific if you want a recommendation. Better the information you give, the better you will tend to receive. Things that come into play. Are they for front, rear, or all 4 wheels. Is the car lowered, how much, and chance of chains where you drive? Is the need you have to be cheap, or cheap/quiet, or cheap/performance, cheap up front but doesn't matter if they last 30kmiles, cheap and rock hard tires that last forever but ride and handle like crude. You get the picture.
If on all 4's I would stick with 245/40 so that the front clears.
