that sounds like an odd problem, I dont have an Idea of what exactly it is.. but have a friend assist you, without cutting the climate control on let the water temp get to normal operating temperature in the car then with your hood open visually check that the heater control valve operates while your friend cuts the heat on. your looking for the little lever to move on the control valve. then make sure it stays the way it is (while your doing this make sure the doors and windows are open). if it never opens check the vacuum lines if there good its the control valve. if not then fix them. however if the valve is changing with the idle it may be an electrical problem maybe with the climate control itself or wiring.. Im not a pro in this field and this is just a suggestion so any one please correct any wrong input.
