TechStream Key Programming in DFW??
Can't you do it with Techstream ? Get a $14 cable on ebay that comes with it and that might help you. Use a old or newer (Windows 7 or lower) laptop and have fun.
I use a old dell dual core CPU laptop I got for free (it's barely usable these days it's so slow), dropped in a $12 used 60gb SSD (ebay) and a $15 cable with Windows 7 x32 and I can run Techstream... Takes some poking around to learn but, I know there is a key programming option on there but, I never played with it.
You can even do ECM updates but, the cable goes from $15 to about $90 (Techstream lite compatible) and you need an account to get the ECM updates.

Sadly I am not so Tech savvy David. This process involves de-registering both keys so the stakes can get really high if one is not careful. My preference would be for someone local who has gone thru the seed code retrieval process before,
) I've never done it myself as I have 2 keys. I do know there is a setting in Techstream (I use it to check codes and car health)that claims it will do it There is a lot of little features it can change too, like light time and other minor tweaks that they claim you NEED to see the dealer to change. The Techstream software is not the easiest to work through, but, trial and error will get you through most settings (just don't confirm stuff till your ready type thing) but, it gives you tons of details about your car, as a I am on my 3rd LS, it has been a must have tool for troubleshooting issues or just general health of your car.
If someone wanted to donate me a wallet key, I would try it

Not sure where your located. There is always the dealer if you cant figure it out or find someone but, there is good cost with it sad to say.
It does not appear all that difficult at all. The amount of code Toyota has put into their immobilized is daunting as is the cost if you have one towed to the dealer in lockdown, Car and both keys have to be present for this procedure.
You could try some smaller repair shops (the auto repair shop around the corner, I would call smaller shops not the chains) give a few places a call, see if they can do it and how much it will cost. You can find a used/uncut key on ebay for a fair price (if you don't have one ready to program) and a lot of locksmiths will cut them (need to call around), I had to do this on my LS430. This will save you money when you go to a place to program it.
Good luck, I wish I could help more, wondering how it works out for you.
I have a Fakestream, I'm in Fort Worth, and I have two card keys I plan on tying to my '08 LS L. My car had only one key, which is problematic. My wife should have a key, just in case, and I'd really like to have a backup for the same reason.
I've played around in myTechstream Fakestream quite a bit, used it to figure out air suspension damper woes, have mildly tweaked ride height, killed the DRLs, and some other little things, so while I'm a bit nervous about the whole "buy key codes from the U.K., old chap", I'm pretty certain I can make everything play nicely.
I'll get back to you Damon, whether it works (I didn't break it), or not. If it works, I'll take notes of anything tricky and then be open to programming keys for other list folk in the area, if you're on the up-and-up.
