Got an eBay techstream running

One of my primary goals in life is to acquire knowledge, then share it, if it's useful, pertinent, and I've found it to be at least mostly-accurate.
IT-stuff confounds many folks...understandably so...but it's still man-made, so it's both far from perfect and the common stuff isn't all that finicky.

If someone got it running under Windows 10, what version of techstream do you have ?

I didn't want to start a new thread on this as it's a question referring to Techstream. What is the limits of using the "ebay supplied" cables vs. using a $2000+ official laptop ?
I have a feeling the last owner didn't update the my car much, so I am wondering can I update the software in the ECU and the Transmission with this software or is this really a DEALER only ($250+ I am sure). I have a few minor issues but, it seems in threads that a transmission update normally solves then.. .and would like to see if that helps but, if I have everything already at my fingertips, why take a run to the dealer to do this ?
Is more software needed besides Techstream to update parts of the car ? Does anyone know this ?
Is what I am want to do even possible ?
Or do I need a cable like this ? (noting re-programming)

Claims Toyota Diagnostics and Reprogramming Interface With Completely New Chip, so it should be able to re-program and for $19.99 shipped, screw it I'll give it a shot and do a minor upgrade from my 5 year old cable (that works fine btw)
It DOES claim it requires a Windows XP x32 computer...Hmmm....

Yes, the ebay ads aren't very clear whether the "software" is just a windows driver or the full pirated techstream software. I think its the latter but the sellers are very cagey about this.
This is what I am not sure on.....what is FULL Techstream besides the install that you get with the hardware or find on assorted sites ? Do these "ebay supplied" cables LIMIT what can be done with the software ?
Recently I needed to program a key fob because I only had one when I bought the car used.
I was able to get version 12.00127 to work with the Mini VCI cable. I had to put the dll files in the right directory then it works.
I programed a virgin key fob from a dealer in AZ 125+ 6 bucks shipping. Everywhere near me wanted anywhere from 195 to 220 for a new one.
No actual key though which I don't really need.

There aren't any limits imposed by the cable, as far as I can tell. I've done quite a bit in mine, and I'm up to 12.whatever.
When I finally found the loose connection for the RR damper actuator, I found recording of the readings as you drive is pretty cool.
In fact, have a couple of card "keys", but they were programmed for a different vehicle. I think I need more than the TS to program them to mine, unfortunately. Need to read up on that, again.

When I was researching the new vs. used key fob, I ran across a seed number requirement to delete all the registered key and reprogram all the keys at once. People will sell you the seed number once the tech stream generated a set of number for you.
I wish I had a key fob, too, so I could take care of everything at one time...brb...going to ebay.
I can't believe the TS won't do this without help from yet another computer of some sort.
