98 ls headlight function
On my 98 LS I noticed that when I put the lights in the park light position only the marker lights (on bumper) light up. Now is there a difference between 98,99,00, Because i've seen on other vehicles(passing in traffic) where the headlights are dimly lit as if it's in the parklight position. When my car is in the parklight position nothing is lit on the headlight.
or is it a feature that can be program by the computer

I know that (not being sarcartic) what I'm saying is when I put my parking lights on only my marker lights are on. Shouldn't some kind of light be illuminated in the front of the car as well. Not Headlight

Maybe you are talking about the tiny 5W bulbs in the headlight housing. They are sometimes called "city lights" from back when some European cities (e.g. Paris, Moscow) allowed only these low output lights at night.

I don't believe the light I'm referring to are DRL, unless DRL's are non H.I.D? On some evenings around dusk I've noticed on other lexus vehicles LS400 98-00. I've seen a dimmish illumination of the headlight and i was wondering does this little bulb at the top of the housing produces this light, and if so why are mine not working. In other words does this little bulb have a purpose? or is there a way to get it to come on when I use the parking lights

honestly, you don't notice the light off those little 194/168 bulbs.
the light you're seeing is more likely to be the DRL....
simple way to find out, the INNER reflector (closer to the grill) is what's lit up when DRL are enabled (the high beam at either 1/4 or 1/2 power), the small bulbs you may be thinking about BARELY illuminate the OUTER reflectors (the HID/low beam reflectors).
