im trying to swap off tires from my wheels to another set of factory 18" lexus wheels. can i have tire shop just swap over the set of tpms in my wheels to new set? also, in doing so, would a rebuild kit be necessary?

Yes, and most tire places recommend a rebuild kit every time you replace the tires.

did they have to remove the tires to remove the tpms on the original set of rims to transfer? did they charge you extra?

Yes, tires had to be removed. Cost depends where you go I guess. I called around a few places in my area and got this done for $100. That was the cheapest I found.
