Most likely yes, just dried coolant, but another (more serious) cause could (?) be oil getting into the coolant and causing a chemical reaction discoloring it...and vice-versa. That can happen when head gaskets start to leak and fail, and, for a number of years.........(Striker223 would probably know this).......was a classic problem on Subaru flat-four engines.
I also agree that plastic engine parts (like that radiator-cap) subjected to constant high temperatures like that are ridiculous......but, nevertheless, we are seeing more and more of that from manufacturers.
I'm guessing the car has low mileage but I'd still want to pressure test the cap AND the cooling system to be sure I didn't miss anything.

The coolant isn't discolored though, whats in the reservoir looks totally normal
Also wanted to share a new detailing product I just got and tried. Dr Beasley's Bead Hero, this is a really excellent spray ceramic coating/sealant. It can be used on top of any product or sealant or wax or whatever, and is supposed to have great beading and water behavior.
The S560 has an almost 3 year old coating of Gtechniq Crystal Serum Lite and EXO ceramic coating. After 3 years of carwashes it still beads up pretty well. The Pacifica though is new and has nothing on it but a coat of Gyeon Cure that I put on when we brought it home. It looks great and smells great, smells like hand lotion or something. Whole garage smells like it. Easy on and easy off. I tell you with these spray products I am starting to doubt whether the coating is really necessary, and certainly would not use any waxes.
I will also say that the Pacifica seems to have scratched my new car itch…I think I am going to keep the S560 at least another year. That could have something to do with the enormous check I just wrote the IRS…

If you owe big $$$$ each April, maybe your W-4 is just not withholding enough...or does the fact that you own your own business preclude the use of a W-4?
Also, be careful that you are not more than 10% short on what you owe each year...the IRS slaps an extra penalty on that.
I may (?) look a a new 2025 Encore GX next year....I've been very well-satisfied with my 2021, despite a few quirks, and am not really drawn to any other vehicle, although, if I had to, I could live with a Lexus UX, Chevy Trailblazer, or maybe a GMC Terrain as a second choice.....although GMC's transmission buttons are terrible. I don't particularly like the mid-cycle front-end and screen-dash update on the 2024 Encore GX, or the way they have changed the trim-levels, but it has mostly the same mechanicals underneath....except for 45-series tires on the new Avenir version, which would be a deal-breaker for me. The main reason I may be looking at another one next year is that Buick will be all-electric by 2030, the all-new Envista this year may (?) be Buick's last new gas-vehicle introduction, and the company will simply not be producing any more new gas-vehicles for the U.S. I cannot practically own a BEV....and the new gas-powered Envista, with its very low price, will not offer several of the features I need or want.

My taxes are very complicated because I have multiple streams of income and LLCs etc. It goes way beyond a W4 lol. As a business owner my taxes are not withheld. That was just a funny comment about my taxes, has nothing to do with me buying a new car or not.
If you don’t like the design of the new Encore GX I would just keep the one you already have.

Then it would look like a chocolate milkshake, not white crystals.

The sidewall is only 10% shorter than yours (assuming you have the 18s)--4.5" vs. 4.9". It's not low profile by any means. Still almost an inch more than most V6 Camrys, and about the same as both your Lacrosse and Verano.

He doesn't realize "45 series tires" are not all the same thickness, depends on the width of the tire since 45 series tires are 45% of the width of the tire in height.

Yeah but is it normal for that stuff to be there in the first place? I don't recall any of that in any of my OLLLLLD cars, and I've checked the fluids somewhat recently.
And let me guess, you use your cameras in the front mirrors to get in the garage nice and aligned with the tape? I like that.

No, the issue is the seal on the cap of the tank fails and it lets coolant seep out, which dries on the outside like that. This happened before and I replaced the cap and it was a non issue for like 20k miles and now its doing it again. The cap is just a crappy plastic cap
Yeah, its for my wife, keeps each car where it needs to be!
