It’s technology adapting to the reality of modern day life. Nobody may want or need to get ahold of you but for many of us we need to be able to stay in contact with people while driving. Stopped at a red light is a pretty good opportunity to check for texts.

any more criticisms? maybe parking sensors because people can't drive or park? or cruise control because people should have their foot on the gas all the time?
whether for frivolous (e.g. social media), texting/messaging/email for family, friends, or work, or any other reasons, like it or not, people want to stay in touch.
i totally agree they shouldn't use a phone while actually driving and moving, but at a light, perfectly reasonable. especially how long lights can be in crowded cities/suburbs.

That’s what I do. I do not allow myself to look at the phone when I am driving. I will voice text and talk on the phone but when I am stopped at a light I look at my phone.
If I didn’t work while I was driving I would never get anything accomplished in a day. This isn’t a new thing, my Dad worked while he was driving too 35 years ago, as have most other businesspeople and salespeople. It’s just the way it is.
The vehicle code does not make ay such distinction.

I wasn't necessarily criticizing....just pointing out the most obvious reason for a device like that. Of course, one could argue that it if is so obvious, it probably doesn't need pointing out in the first place. But I tend to be the type of person who covers everything even if it is sometimes evident.
In general, though, I agree that texting while at a stop is preferable to it being done in motion.
