What year is your SC430? (If it is old, there are a couple threads here discussing upgrading the unit in the trunk.)
In general, the cheapest upgrade will involve buying the latest NAV disk from the dealer. I'm not sure what the latest going price is for them though. (You can get a discount with Sewell signing in once with your forum information.)

buy a Gen 4 nav, you might get lucky and the disc inside is fairly new, if not at that point you can choose to buy a newer disc version. Each release is already a whole year behind as far as data is concerned so a 10.1 (released in 2010) is 2009 road data.

If you're driving an older model (03-04ish), there's a decent chance you're running the original disk...which means your maps are 7 or 8 years outdated.
If you need to have the absolute latest, the new 11.1 disks should be coming out within the next couple of months (I think they're usually released in the Oct/Nov timeframe).
But, if you're just looking for "considerably newer maps than I've got", you can usually find some really good deals on a last-year's disk.
9.1 wouldn't be the absolute most-current, but it would be 6 years newer than what you have now...which is HUGE.

Just my 2 cents, but I upgraded to the 2010 version recently and I really can't tell a difference over the version that came with my car (early 2002). I guess it depends on where you're driving around; I live in Chicago, but if you live in an area with newer housing/roadway developments you may benefit from a newer version showing newer roads, points of interest, etc.

I have an 04. So my drive may be too old to read the latest disc? I don't want to buy a new drive.. I'd just like the newest disc my current nav can recognize. Any tips on how to find out my drive, and what the latest disc is that it can handle?

All SC430's can accept the new discs. You have to order the proper disc for your system though. There is a menu item on the screen that you can bring up the version of software that you currently have if you don't already know.

Thanks much for the info. Best I have been able to determine so far is that only a couple of road changes since 2003 that I know of are not showing up on the Nav system. Heck, even my Garmin that I use in my other car (Chrysler 300C) with updated maps thru 2010 doesn't show some of the changes. Maybe I should just save my money and use same toward new wheels & tires. 
I have a 2004 and when I bought it, it still had the original disk which was v3.1 ! I upgraded to 10.1 and the difference was tremendous. I live in Northern Va where the growth rate is very fast. All I had to do was replace the DVD in the trunk and the Nav system automatically upgraded its firmware and started using the new maps. My wife has a Garmin GPS in her car with the newest map upgrades - the Lexus Nav is much better and more accurate so it's definately worth the money. Like mentioned above though, you can get a great deal now on the 10.1 version which should be good in your area. This was the first mod I did.

Your 2007 car is a GEN 4 NAV system. If you go back to post #6 and click on the first link you'll find the part number of the correct DVD for you NAV System. If you follow this link: https://secure.drivers.lexus.com/pub...Notes_GEN4.pdf The PDF explains what changes/updates have been implemented in the 2011 disk after the release of the 2010 version. From it you can determine if it's worth the cost of upgrading.
