Outside thermostat?

Outside thermostat?

So... my heat kicks on full blast even with the temp set to 65... I suspect this has something to do with the fact my 'outside temp' always reads -22...
any chance Im correct?
Where is the outside temp thermostat located?

Its right behind the front bumper.

My temp is always at -22 also. Previous owner had a vertex rep bumper put on so I think they may have cut it or something.
