Finally my RX350L hit 1600km and I decided to drive to the Banff National Park.
I was not used to how the cruise control was implemented on the RX350L, at least compared to my 2004 Sienna and 2009 ES350.
Here is the scenario.
Road construction restricted the the speed limit to 50km/h. So I set my cruise control accordingly.
Sped up after the construction zone and reached the cruising speed of 110km/h. Without canceling the cruise control setting, I pull the set lever. Instead of engaging the new cruise control at 110km/h, RX350L wanted to slow down to 50km/h.
Anyone knows why the cruise control behaves this way?
If you pull the cruise control stalk towards you that cancels previous speed that was set. If you raise the stalk (push up) that resumes the previously set speed. If you lower the stalk (push down) that will raise any set speed to a new speed . When you release the stalk after pushing it down it will maintain that speed.

That was my understanding.
My weekend experience.
My previous cruise setting was 50km/h.
Then I raised the speed to 110km/h by stepping on the gas, and lower the stalk to set the cruise control to the new speed 110km/h. Instead of doing that, RX350L resumed my speed at 50km/h after I lowered my stalk.
The labeling was inline with my thinking, except the weird thing is when I lower the stick to set the new cruise speed, it lower the speed per the previous cruise setting.
You can try this with your vehicle.
1. Set the cruise to 50km/h.
2. Increase the vehicle speed to 80km/h using the gas pedal.
3. Lower the cruise stick to set to the new speed, the vehicle will try to set it to 50km/h, not 80km/h.

Once in cruise control you have 2 ways of increasing the speed an keep it there.
1) Push the lever up (#1) till the desire speed is reached and then release it
2) Disengage the Cruise Control, step on the accelerator and once at the wanted speed is reached press down on the lever (#2) to set the speed.
Stepping on the gas while CC is engaged doesn't achieve the results you want.

I was trained by Toyota to speed up on the gas, then set the new cruise speed without canceling the previous cruise setting, from my experience with 88 Camry, 2004 Sienna and 2009 ES350. I am curious why this was changed.

There was no changes the way operate cruise control/stalk. You still can speed up on gas then set new speed (push down) or let go gas will resume back to original set speed which scenario when I want to pass truck then resume back my speed.

That is the difference on my 2021 RX350L. You will need to cancel the previous setting or you will be reverted to the previous set cruise speed.
Yes, just need to get used to. Still wondering why Lexus is changing it.
Agreed. My 2020 450h operates the way people are describing above and I wonder why the change. This is the first car I’ve owned since ‘92 where the cruise control operates differently.
While driving my 2020 RX450h today I turned the Cruise Control on, set the speed and during my drive I had stop signs and traffic lights. To re-engage the cruise control I simply pushed the control up to resume the last speed it was set to. I will have to try setting a new speed as described above on my next trip out and see what happens.
