They checked a 2010 that was made in Japan and had the dust cover and said they need to find a 2010 made in Canada.

This is weird, so if a 2011 and 2012 have a dust cover, and a 2010 made in Japan has a dust cover, a 2010 made in Canada might not have the dust cover?
It's a B.S. I have 2010 rx350 made in Canada and it has that cover. Also, recently i had the same part replaced and after you posted this i checked my car. All i had to do was pull it with my hands a little up because i couldn't see it there. I hope you get as lucky as me.

What do you mean pull it a little up? Could you take a few pictures to explain? Maybe mine is there but I don't know how to pull it a little up. I tried but...

Tell the dealer to get with the program. This is a premium vehicle and you should be given premium service, not penny-pinched in this way. If they are making this much fuss about a part which must cost all of three dollars, where else are they cutting corners?

If it's a $3 part I would just buy it myself. Thing is the part might be part of the whole underdash cover, which could be $150 easily.

Note: After the steering column was replaced, every time when i would turn off the ignition, during the sliding process of the steering wheel into its initial stage i would hear some noise coming from there. Apparently the material cover with its tiny plastic was stuck in there.

With a turned on ignition I reached with my hand into that spot and was able to locate the material cover in there but initially, visually, i wasn't able to see it inside. Once i positioned it in "its place" the noise stopped. It would be hard to make pictures in this particular place. Just reach inside and see if you feel it there and then pull it a little up to cover the hole. Next time I'll be at the dealership I'll ask them to check if i placed the cover correctly.
