I noticed yesterday that when I push the power tailgate button on the dash to open it, it made a single beep and didn't open. I could only get it to open the tailgate after I unlocked the doors. I also noticed that the key fob wouldn't open the tailgate from outside the vehicle while the doors were locked. I never noticed this before. Is this normal?
I can open the tailgate from the key fob without unlocking the doors first.

I got another thing I noticed though. If you lock your car via the Key fob, you can not simply hold and pull the door handle to unlock (this will only be unlocked, if you use your handle touch button) Or it may be just me
I'll add whether it works or not depends on Lexus Personalized Settings (LPS). There are defaults which can be changed. The '10-'13 LPS can be found in the FAQ thread. To clarify my response, I was specifically addressing the issue with the tailgate not opening using the button inside the cabin. All doors have to be unlocked first.
There is a button in the glove box that can be used to disable the power back door system. When this is Off, the power back door cannot be operated even with the wireless remote control or power back door switch.
I am looking at the manual online and it looks like this is on page 85.
