While I do not have HID I have always heard good things about the Philips HID bulbs out of Germany.
The color rating, measured in Kelvin (K), has no appreciable affect on the amount of light put out by the bulb.
What you want to compare is the lumens rating which is a measure of the amount of light the bulbs put out. Most of the cheap bulbs will not even list this.
The rest will just be the nature of the beast -- what Toyota/Lexus brought in the way of parts such as the lenses. But if they are not adjusted and working properly the light can be going just about anywhere.
Hmmm I think maybe it's either you did not raise them enough or it's not far enough for you. I know what you mean about the lack of light but you really have to try and raise them more. It will improve. The HID's are bright and true white. Anything higher in K starts to lower the brightness actually.

I had my dealership adjust mine and couldnt be happier.
It could just be that the bulbs are older and not as bright as they used to be. I would look into a set of Philips D2S 4300k HID bulbs if you are thinking of getting a new set.
