What is this plastic piece called?
It takes two 10mm bolts located behind the wheel hub on the passenger side. Both my mechanic and the dealership cannot tell me what this part is.
the power steering belt is just exposed so I like to close it up again
Any help is appreciated, thank you.

It's a Front Fender Apron Seal, RH. Part# 53736-33030. There's a few on Ebay. Cheapest is $20. $75 new OEM
It was impossible to identify in the parts catalog by looking. I found it by looking at instructions to replace the power steering pump
1. REMOVE FRONT WHEEL RH
2. DRAIN POWER STEERING FLUID
3. REMOVE FRONT FENDER APRON SEAL RH
