Blue Film side mirror
The blue tint you're seeing on the driver's side mirror is the "Electrochromic Side View Mirror (driver side only)" - (from Lexus specifications pg). This is due to the fact of it being the auto dimming feature that is only present on driver's side. It is not a removable film! The reflectivity in this mirror changes when exposed to bright light in a dark setting (ie at night). The passenger mirror does not have the blueish tint to it and usually has a convex mirror which has a slightly distorted but wider viewing angle, (similar to those stick on mirrors you can get from auto retailers). You should be able to read text at bottom of this mirror 'objects in mirror are closer than they appear'. The convex passenger mirror is used in Canada and USA I believe, I'm not sure if other countries have it.
Distortion in any mirror is very subjective for the user. They're probably made way cheaper than they use to be, I suspect they may not even be actually 'glass' material used for the side mirrors. Even windshields have distortion in them. This becomes very exaggerated with they slope of modern windshields. I find aftermarket windshields are usually of lower quality in this regard.
As for side mirrors not being 'a driving safety item' I found NHTSA regulations stating otherwise https://www.nhtsa.gov/interpretations/8517a Looks like they are a requirement and need to function properly.
