There are several fuse locations. Just make sure you check them all. Should be referenced in your owners manual.

No. FUSE AMPERE CIRCUIT
1 TI & TE 20 Tilt and telescopic steering
or
19 IG2 30 SRS airbag system, Engine immobilizer system, Steering lock system, Starting system
or
24 MPX-B3 7.5 Tilt and telescopic steering, Headlight switch, Windshield wiper and washer switch, Turn signal switch

If the wheel does not move when you start the car with or wothout the key (smartkey) and all fuses are good - I would bet the motor failed. Try using the driver seat memory functions and see if the steering wheel moves since it would be stored in memory.

I went and checked everything again and one of the fuses was not all the way in and thank god it worked!! I appreciate your time and knowledge for sharing it with me. I just bought this car for my wife and not used to this type of cars. Have you heard of the navigation screen going black after several minutes of driving the car?? they tell me that i need to get a new multi display navigations screen. What do you think because it's very expensive!! runs about $1,900.00 in exchange. Is there a company out there that might refurbish this screen?? other people say it might be the ecu???

Hate to revive an old thread but my 01 is doing almost the same thing but it does go in & out. Just not up & down. Could it still be a fuse? Thanks!

most likely the problem is with the tilt motor. If you're handy, you can access the tilt motor and check to make sure it is getting current. Replacing that motor isn't too hard. It's close to the front of the steering rack. I'll post a pic in a few minutes.
