99 LS tilt steering help

Default 99 LS tilt steering help

so my recently purchased 99 ls400 the power tilt switch does nothing the steering is stuck in a position where it can drive but I can’t adjust it. The steering also doesn’t tilt up or make sound when I take the key out. Also the memory seating doesn’t work not sure if it is related. Does anyone know if it could be a fuse? Or is it the switch and the automatic tilt function when key is turned off (if there’s a way to turn it off), or is the motor is shot? Any information will help. I’ve searched and most people have issues with the steering doing some kind of movement or sound but mine does nothing.

some of the photos might be HELPFUL in knowing HOW to loosen yours up where it might start SQUEEKING, and it might even move....

Either circuit or motor problem;

While at it, address the tilt and telescopic mechanicals.
