Hopefully it is one of the fuses and that removing negative while engine running did not damage the ECM.

The voltage is still low. It must be caused by the Pin L is not driven. The ECU itself or the line PNK/BLU is not OK.

if the ECM wadetermined to be fauly, I would purchase one off eBay for $60 and reset / program it
Paper clip, jumping pin 4 and 13 on obd connector, turn key on, all lights on dash will flash and let sit for 30 minutes .... fully charged battery or charger hooked up.
