98 LS400 Suddenly no throttle response while driving
So I take this speed bump, try to accelerate afterwards and nothing, gas pedal is unresponsive. RPM is completely stiff on 1.5k, I pull over put it in neutral, try to step on the gas and nothing, it idles usually bellow 1k now its unmoving at 1.5k.
I turn the car off and turn it on again, same problem, I turn it off and pull the key out then put it back and turn it on again and its fixed.
Feels like an ECU/ electrical problem, any help appreciated.

start with the simple stuff; check your battery terminal connections and battery charge/level. yes it does sound like an electrical issue, and the bump caused a connection to come loose.
check the connector and plugs/wires going to your throttle body, if that knocked something loose, it would likely be there since that's what controls throttle position. 98+ had a hybrid drive by wire and cable operated setup. Try also cleaning the contacts for that TPS sensor going to the throttle body in case you're getting any codes, not sure if you are or not since it wasn't mentioned. Also you can add dielectric grease to the contacts if they show any signs of corrosion.
Although the symptom was gone, your ECU must be holding the error code. Read the code first. It probably be P112X which means that the throttle control related.
I think I can fix it simply replacing the exact part reading the code.

You will have the problem again soon. You'd better to read the error code ASAP and determine what part is failed and causing the problem. I bet your APPS or the TPS has a problem of unwanted resistance changes. The error code will tell what to do next.
if it does happen again you can still press the pedal all the way down which will manually move the throttle plate ever so slightly
my car will on rare occasion do this too... it usually just starts as the idle suddenly becoming like 1500, and i've noticed that if i catch it early and shut the car off somewhere for like 10 min it's usually good again right after that for awhile
there was maybe 1 or 2 times when everything did go unresponsive like you're getting here with an accompanying CEL, i got back P1121 which is accelerator pedal position sensor (APPS)
also make sure your throttle cable itself has just a slight amount of slack, if the cable is too taut it can cause that APPS to act up
