Default A/C and Heating Issues '91

Hey guys and gals, I have a 1991 LS400 with about 313,XXX miles and i am having some issues with my air conditioning and heating. None of these work at all, when I turn the A/C on it is not cold and when i turn the heater on it is not hot. I tried to change the a/c control unit because i had one laying around and i figured i would give it a try to see if that was the problem. I changed it yesterday and the problem persists. Could someone help me out its kinda cold here in so cal sometimes and i want the heater to work. Thanks in advance.

Sorry to seem to be a vulture but...

Is the climate control LCD portion in good condition. If so would you consider selling it?

unfortunately the lcd is not working either, sorry

new compressor and the heater valve might be broken. I had this same problem.
