Default Horn intermittent

When the temperature is warm outside it works when it's cold it's intermittent I don't understand. Fuse is good 10 amp number 19 location. Horns are new. Must be out the steering wheel what do you think.

The horn is grounded through the steering column - the part that slides. There is also grease between the sliding components which doesn't help with conductivity. I had the same problem and ran a new ground wire from the stationary part of the steering column to the part that telescopes in and out and it solved my horn issues.
