For the GS...there are fuses for each headlights.....so yes, I would check the passenger side fuse first. Look in your manual.
Double check the wiring. Check the polarity. Check if any wires are loose.
Did you just install the kit? Or did you have it for a while and now its not working?
The older philips kit uses only 1 ballast to fireup both bulbs. The newer kits uses 2 ballast...one for each bulb. Its a BAD idea to try to re-wire your system off of 1 ballast. Its a safety issue.
Btw...how sure are you that the ballast is the problem? It could very well be the HID bulb. Take the pass HID bulb and hook it up to the driver-side ballast. If it fires up...then your pass ballast is bad. If it does NOT fire up...then its the pass HID bulb.
its not a ballast problem because i switched it over to the other side and it worked fine.. switched the bubls too.. its the harness.. i gota figure out where the fuses are for the es3 for headlights now..
