oem cars are like this, mostly attached to the headlight housing. but the SC headlight is kinda oblong so i hope its the slim type.
Oh, it is for friend's Civic headlamp.
E46 and C-Class Benz cars has ballasts located under the headlight. I used to have Nissan ballasts and they warm up after a while, this just came up to my head, so probably a bad idea?
not a bad idea, it hides the ballast from view in the engine bay if u mount it on the headlight. a bunch of oem manufacturers put the ballast under the housings.

I am thinking about placing it under the headlight, sometimes water gets under there, how sensitive are Denso ballasts when it comes in contact with minimal moisture or water? The ballast's terminals ( red/black wires ) are open unlike the BMW's / MB's ( Hella ) terminals are sealed inside the headlight.

My factory ballast are attached to the underside of my headlights, noticed that when I was installing my HID fogs, the ballast should be rubber injected to insure that the are waterproof/shockproof, the wires/connections should be sealed just as well
