I believe this recall is voluntary...so while the government is involved, Toyota led the initiative to get it done...much better than the government knocking on your door and saying "Ummm, we need to have a "chat"!" (i.e VW, Dieselgate, etc.)

oh of course, what I meant was the NHTSA is the one that deals with all the recalls etc. I didn’t mean the government mandated this recall.
