installed 0007.kwi on my 2014 IS350 and is working like a charm!

The updates, in this case, are year specific, not model specific.
There is a file for all 2014's and a separate file for all 2015's.

2014: 13LHENNA-AB01_0007.kwi
2015: 13LHENNA-AB01_0006.kwi

Some 2015 – 2017 Lexus vehicles equipped with navigation (version less than V1##8940) may exhibit one or more of the following conditions:
 Software update date does not display
 “Calculating” message displays on the map screen without displaying street name and remaining distance
 Unable to guide a route on the Home screen
 Black display screen
 Bluetooth® disconnects intermittently

Some 2015 – 2016 Lexus vehicles equipped with navigation (version less than V1##8910) may exhibit one or more of the following conditions:
 Voice Recognition is Inoperative
 Same XM channel icon is used for different channels
 iPod scroll stopped changing by tune ****
 HOME button does not work
 Reset while making a turn off of the highlighted route
 After correction of text in Quick Message15, the corrected text is displayed in Quick Message13
 Navigation system reboots intermittently
 Some screens with clock information show 12:00 as 0:00.

 Resetting of the navigation system

 Navigation system resets when playing an "Audio Book" on a CD A software update is now available to address these conditions.

It said that the update is only for navigation and not the os, is that correct or could it be that I have the most up to date os already?

 

The OS update would be different. Think of this current update like a firmware update, so it doesn't impact the OS, rather component functionality.
I don't think there has been an OS update for 3IS...I could also be wrong...I didn't have my car from new.
