More likely it was overlooked by a tech reinstalling the door panel during a repair. Is the glass in that door OEM, check for a Lexus Logo in the lower corner. Nearly any operation on the door requires the removal of that piece, Outside Mirror repair/rewire/replace, Power Window/Lock malfunction. Your picture shows that the
light is not on with the door open...seems that you have found the answer to your own question!
