If you really mean fixing, then I'd suggest doing an oil change and making sure all the other maintenance items are taken care of. If you actually mean modding then it's really up to you for the order. I personally went headlights, brake pads and rotors, then exhaust since I already had nice wheels.

There are a few header options out there. But you have more choices with exhaust. Axleback, catback, etc. I suggest going to yourube and listening to different setups on lexus ISX50s. There you can get a sense of the sound you're interested in. And of course your budget will come into play as well. But it will always be a 250. Dont expect it to be a blazing fast car. The performance mods only help a little bit. Headers will be your most noticeable HP gain.
IMHO, rather than spending the money for straight-line performance gains (which would be minimal), I would take advantage of the lighter curb weight and look into handling mods instead.
An IS250 equipped with the F-Sport suspension accessories package (shocks/springs/sway bars/chassis brace) will handle nearly identical to the 2011 IS-F (which itself was an improvement over the 2008 IS-F via a revised suspension and Torsen LSD). Below, you can see an Edmunds video review of a 2008 IS250 equipped with the F-Sport Accessories package and its slalom and skidpad results are near identical to the 2011 IS-F which was also tested by Edmunds:
If you mean performance where you wanna beat all the civics in your neighborhood then go with headers and exhaust with nice forged rims. Dont get an axleback because youll want to get a midpipe anyway.
The suspension setup mentioned above is great but for all those pieces you could just buy good coilovers.

It's okay. a set of Penske coilovers that have been properly dialed-in would be a good alternative.
