2006 IS350 headlight wobble

2006 IS350 headlight wobble
I will try to get a video of it, but i noticed tonight that when i was stopped behind a car at a stop light that my headlights were moving up and down ever so slightly. It seems like the motors are wiggling a bit on their own as if they do not know what position to be in.
When i start my car, they go through what i presume is the auto leveling feature just fine, and they turn when i turn my car just fine. Its just when they should be doing nothing they are randomly moving up and down a small amount.
I also have access to mitchel wiring diagrams and could not find an schematic related to the headlight motor control, so if anyone knows more about those circuits im sure that would help.
My assumption is there is some kind of position detection for the headlamp swivel ECU, and that is whats causing the issue. and that ECU is fairly accessible in the drivers kick panel.
I've searched to the best of my ability on here and haven't found anything yet.
Has anyone else experienced this?...

This morning, no wobble, but now the AFS light is flashing. Also the auto leveling procedure doesn't seem to be going to the full range of motion when i start the car.
I will look at the light sensor behind the rear tire tonight to see if it has something to do with that.
