Default Temporary Halogen replacement for HIDs

I've searched but found nothing but to replace your halogen to HIDS but I'm going *** backwards until I have enough to replace my whole driverside headlight. Got a fix it ticket for having a burnt out bulb or ballast one of the 2. Reason I'm replacing the whole entire assembly is because of a giant hole that keeps flooding my headlight with water and moisture,

Now is there a way I can use a regular halogen bulb to replace the burnt bulb so i could get this ticket written off? unplugging the ballast connection? I haven't yet seen the wiring so I'm just blabbing that out there.

the halogen replacment is h11. The hid replacement is d4s. I assume from this you have hid lows. If you want to find out if it is the ballast, then swap the lamps. I have no quick fix for a burned out ballast. d4s you can get on ebay for cheap, if you are just looking for a stopgap. Make sure they ship from the U.S. If from China they may take a month and you'll have the ticket issue to worry about.

Oh, and if you are only going to replace the one, then stick with 4300k.

Seems to be the year of burnt out ballast's. The moisture corroded the ballast, same thing happened to me. If you buy a new OEM ballast you can replace the corroded one. That's the easiest cheapest way to fix the problem, then just seal that hole up and you should be alright.
