Absolutely correct - assuming only the new tire wears and the other three don't wear. If the other tires wear, then that one tire will ALWAYS have more tread.

Just change the pair.

Sure they are, but not to the point where you have to spend almost $1000 on a new set when just two tires needed to be replaced.
