Yo! It's just permanently on for me. I went through every menu and never found a toggle. Then one day it just came on when I was making a shady high speed lane change

i think my dealer said it only works above 20 -30 mph, but there should be a PCS light up somewhere right if its on? I think you are right. Why does manual say there is a switch then?

That's right!!! You just reminded me, I took a picture for you. It's in the drivers side front footwell under the dash kinda in the middle. Here is what the switch looks like

That's correct, it will notify you with a light on the dash if it is disabled via that button however. LDA should come up with an animation in the center LCD, when it is activated via your steering wheel control. It's a picture like two lines.

I don't have BSM so I have no idea. PA it's a picture of a parking cone with sonar things on it that comes up as an orange icon on your dash

T4:
The LDA, comes on only when it is selected by the toggle switch on the right side of the steering wheel (Button says LDA). it will illuminate two lights on the MID between the MPH and the RPMs. The PCS will only illuminate a PCS light on the dash, when it is activated. You will also get a nasty chime from the dash, and an animiated "BRAKE!" in the MID.

As for the Radar cruise control, you set that wit hthe button to the right of the LDA on the steering wheel for preset distance control. You have to turn on the cruise though wit the cruise stalk. If you want to use regular cruise control without radar control, as soon as you turn on the cruise, push the stalk forward for a count of two and you will see the radar ready dissappear, and change to traditional cruise control. The icon also change in the lwoer right pod of the dash.

The BSM is toggled on and off through the MID menu. When it is on, a green light illuminates in the left pod that says BSM. You will then see the lights on and off in the mirrors as they indicate something.

If the PCS light is on, the system is OFF. If the PCS light is off, PCS is ON. I think that is why its so hidden so it doesn't get accidentally deactivated.

Backwards as hell I know

very confusing. So button is not pushed in now.
indeed it is backwards. I read manual again..."The "PCS" warning light turns ON when pre-collision braking is DISABLED."

Yes, I kind of prefer it that way because I don't really want orange lights all over my dash anyways.

tested out again today. Didnt stop for vehicle in front going about 35 mph. No warning this time and it applied the brakes and slowed gx down but didnt stop it. I had my foot on brake ready the whole time. I had no intention on letting it get to that point, but the gx beat me to the punch... Subarus eyesight stops their vehicles completely, why not on our lexus i have no clue...
