it isnt, but the toe can be sort of fixed depending on the drop. they had to bend a few things to make my toe workout so my tires will wear evenly. it can still be put back to stock if i choose to do so.

correct, for lowered gs, doing the toe should be the way for more even wear. camber is hopeless on this car from what i heard
can't camber be affected by bumps or potholes in the road?
it can, but remember you are driving on paved roads which once in a while have a dip/bump/etc. most of the time you are just going straight on even roads.

Are you guys talking about the front suspension? My car is lowered considerably and when I took it to align, the rear toe was in spec, only the front had to be adjusted.

"in spec" might not help you at all. when dealing with a lowered car, alignment can become an art, not just mechanical work to get it "in spec". especially when camber is not adjustable, meaning you have negative camber (over spec), then toe settings should be adjusted accordingly (maybe even close to boundary of spec or over-spec) to counter the uneven wear
i know the front toe is adjustable. i think the rear can be adjusted too, but not 100%
