A few weeks ago while driving my (!) was flashing then turned solid.
Scan it with TechStream and notice one of the sensor is bad so I purchased a new one and got it installed yesterday.
When I try to program the sensor I notice there's a menu to select main or 2nd set. I do not see any button in the car besides the (!) right under the steering wheel which is right above the gas and brake paddles.
So I program it under the main set and drove around for more then 10 miles the light is till there then I try to program it under the 2nd set same issue.
I reprogrammed one sensor and still working fine. The second I bought was faulty and not able to reprogram it so I took the battery from it and installed in the old sensor.
Does it give you any sign (temperature, etc).
Do you see the new sensor on the sensor list, do you see the new code?
P.S. the smartest idea is to put the sensor on the top of the tire, reprogram it and then install it on the rim.

As for your trick putting new tpms outside the wheel and program. How can it work? Doesn't it need to drive a few miles for the computer to pickup the new sensor?
Depending on year you might have the main/ 2nd button under the passenger side dash. Don’t try to trick the system. Replace what needs replacing and program them to the ECU. You might open up a can of worms doing it another way. However I would have someone scan the sensors in the wheel with a TPMS scan tool to see what needs replacing.
