Well that's annoying, I have a '22 MY and you would think if you were going to make a change you would included in the new MY. Plus it's not like they made all that many '21 MY Model S'. I wonder if they are going to randomly start adding this to the '22 MY?
I was wondering if you had seen the news about this before you ordered your car. Pictures of the new lights were circulating a couple of months ago. Tesla doesn't seem to be beholden by model years, I feel like you could see these in the U.S. market at any time.
They had to do a redesign of the rear because the current design couldn't accommodate a CCS port given the size difference. I guess they decided to do some additional add-ons in the process. Welcome to Tesla where there is no such thing as a model year as they improve iteratively throughout the year. The model they just showed off probably won't be available in the US anyway (at least for awhile) as its the European model with CCS.

This is nothing new. Other brands do this from time to time.
Though it happened a long long time ago, but I recall BMW did this with the E39 M5 in 2000, where some late 2000 cars received the Halo Headlights and updated rear lights. Not sure if they have done this since in the last 22 years.

The change from AP1 to 2 was pretty drastic hardware upgrade and you can't do the upgrade from Tesla, much less privately - it's fairly expensive and not worth it

- My 2016 Model S was built in June 2016. It has AutoPilot version 1.
- In Oct of 2016 all new Model S got AP2.0
- In April 2017 - AP2.5
