Well this was pre-meditated which they drumed up and wanted to see what would happen. if some common commuters happen to be inadvertently doing the spped limit then it would be different. But these guys put together a plan and they knew what the effects would be. You can see them giggling and laughing about the whole idea.

I don't know where they live but here they would have gotten ran over or worst maybe shot for being idiots.

I know you can and will get a ticket for doing this. My great grandfather (rest his soul) got one for doing 55mph in the fast lane (back when 55mph was the speed limit). The officer told him that he was obstructing traffic.
Quoting is fine when it is not taken out of context. The section you are quoting from is called REDUCED SPEED, and is about driving way below the speed limit AND blocking "normal and reasonable" traffic at the same time. Normal and reasonable traffic is everything below the the maxium and above the minimum. Driving above the speed limit is deemed to be "unsafe" and not reasonable nor normal. Thus driving slow and blocking normal traffic is not the same as driving the speed limit and holding up faster traffic.

Re your great-grandfather, he was stop probably back in the days when quotas were still legal. Just because your great-grandfather was stopped and given a ticket doesn't mean it was valid.

Also, just because one is pulled over and not given a ticket, doesn't mean the officer was nice and let one go. The nice officer may not have a reason to give a ticket since no violation may have occurred! I was pulled over by a cop when I passed him because he was going below the speed limit (and I do it all the time too!). I was not given a ticket no matter how much he wanted to because he COULD NOT. I was below the speed limit but I hurt his feelings when I passed him.

Here in IL we have a law that states
"when driving on an interstate highway or full access controlled freeway, a person may not drive in the left lane, except when passing another vehicle. Exceptions include when no other vehicle is directly behind the vehicle being driven in the left lane, when traffic conditions/congestion make it impractical to drive in the right lane, when weather conditions make it necessary to use the left lane, when there is an obstruction or hazard in the right lane, or when the driver is changing lanes to yield to emergency or construction vehicles."

So had they done this in IL, they would have been breaking the law. Something tells me that wherever they did it has a similar law.

My point is..
Wrong way to try and prove a point.

Looks like several offenses to me: (Your local state traffic laws may vary.)

Obstruction of a traffic lane, or impeding the flow of traffic. – depending on what they call a “rolling blockade” in your state, that’s the ticket they give you for organizing this little stunt.

Failure to yield, or passing lane violation, depending on local laws, it is independent of the posted limit.

The other violations would go to intent, IMHO – the intent here could easily be proven to be willful obstruction, perhaps conspiracy, given the planning and coordination of the operation - with the evidence of the video..

Then there was the accident and the property damage to which they were at least a significant contributor.

If the defense even mentions an attempt to slow traffic to the legal limit, the prosecutor will kindly inform them that private citizens are not to enforce the law, and they could be charged with vigilantism.

Of course, the video would just be the last nail in their coffin. Thanks for posting the evidence on the internet, Bozo . . .

OOPSY! Brad and Mimsy might have to go to PUBLIC school next year. . . after Daddy gets the bill and the lawsuits. Or maybe the county lockup has a correspondence program. Oh, and I’d flunk them on their “video” too.

Good way to get yourself shot. They kept saying that they were obeying the law but I don't think that it is legal to form a line of cars to control traffic.

Fine.....except for one thing. Raise it and some people aren't satisfied. Raise it some more and they still aren't. Raise it some more and they STILL aren't. Where do we draw the line...do we now design cars to go through the sound barrier? Even in Germany, the traditional land of no speed limits, the authorities have been forced to regulate more and more stretches of Autobahn because of congestion, where triple-digit-speeds would be a disaster.
