I think most of you guys that install the Steering ECU that "didn't work" might have order the exact same part..
I ordered my L-tuned from Carson Toyota and it came with L-tuned Intructions though the part look the same. Maybe consider the source? Did your ECU come with L-tuned intructions? If not, then It might have been the stock part..

I don't think there is any foul play here. Maybe just a misunderstanding..
When you order - your Steering ECU.. Did you Specify - "I want a L-Tuned Steering ECU" or "I want a Steering ECU".. No one is a mind reader - You have to be particular and tell them exaclty what you need..

These guys do alot of sales all day and it can get confusing.. If you call and say "I want a Steering ECU for GS400" well.. With them being so busy its easy to just order the stock part..
BTW- I've order a bunch of stuff never talked to Steve once but exchange email a couple times..

Just another view of looking at things..

I definitely bought an L-Tuned Steering ECU (it was obvious after installing it).

Now to be clear, there were NO INSTRUCTIONS but it DID come in an L-Tuned white box.

Also, recent (late 2001 and on it seems) GS models seem to come with an ECU that is like or the same as the L-Tuned one, so...

elclassico, what year is yoiur GS?

Finally, if you bought the car used, MAYBE the previous owner got one installed.

So no rush to judgement against Carson please, they're good guys. If they made a mistake, fine. No-one's perfect, not even Lexus. They're "pursuing it" remember?

Default not passing judgement, stating facts only

no this gs didnt have an l tuned ecu before,
its an older model,
and i asked for a "ltuned ecu",
it just says "steering ecu" on my receipt on my reciept. i know no one is perfect guys, im just saying that would be an easy scam to pull, wish they would have assigned a different part number. im sure they are great guys and all, but its just a hassle thats all, i will give them a call and post results? oh and my box was brown. with part number 0064-89650-001 paid 126.00 plus shipping? what should i do? i think i was sent a stock one???

If it's not in an L-Tuned box, I'd be concerned you just got another stock one.
