Full throttle only shows 78% on techstream

Full throttle only shows 78% on techstream
I always thought my car was much slower than it was supposed to be. Definitely not a 5 1/2 second 0-60. Watch videos of other SC 430s accelerating in the cockpit and they are definitely much faster.
I had a bad oxygen sensor that I just replace that I thought would fix the problem, but it didn’t.
And playing with techstream and looking at all the numbers I did some tests with the Accelerator pedal.
at idle the throttle shows 12%. When I push the pedal to the floor it only goes up to 78 or 79%.
I did some tests and had one of my kids push the pedal to the floor while I looked at the operation of the butterfly. it opens all the way and wont go any more when floored.
still only reads 78 percent. Thinking it was a problem with the throttle positioning sensor I swapped it out for a new one. Still have the same problem.
I manually opened the butterfly and went back and checked the reading on the techstream and it read around 90%.
anyone have any ideas?
I currently removed the Throttlebody for cleaning. There’s only two wires that goes to the throttle control unit so I don’t imagine that there are any sensors in there.
