Default Clock spring Spiral cable question

Two questions is the steering angle sensor apart of the clock spring spiral cable? And would this also have possible connection as to why my turn signal lever does not return back to the neutral position?

I replaced my clock spring about 2 years ago. I don't know what a steering angel sensor is and no, the clock spring has nothing to do with the turn signal lever.

I am pretty sure that calibrating the steering angle sensor is what can be fixed with the "paperclip Trick"

Why do you think your clock spring needs replacing? Do your steering wheel radio controls work? Your horn? Do you have an airbag light on?
