Kinda hard to tell unless you are familiar with how each company does it and that is a much newer vvti ecu, which you don't see with that too often.
probably something like the usual boost cut, speed cut and rev limiter, etc.. you may have to just try it out and see what all is different.
what do you mean it doesnt work, doesn't do anything to the motor, or it turns and won't fire off?
sometimes (more rare) on these modified ecu's they move some pins around on the ecu connector for like the map sensor and little stuff, so they can bypass boost cut all fancy, so you will want to use the harness that came with it to figure out the exact pinout. If thats not the case and it does nothing, then it might be toast. from the looks of it using all those secondary chips, they probably tried to substitute the fuel and timing maps, I think there is an over seas service that still works on these ecu's you may be able to send it out and have it repaired or set back to stock.
did the engine come with stock injectors? anything clipped wiring wise from the engine set? Absence of BOV, stock turbo piping? Also, which vvti 1j? etcs or etcs-i?
looks like you will need a new ecu at least temporarily. you could try making sure all those top chips are well seated, or look for a loose pin on the back of the board underneath it, but with that amount of work it would be hard to diagnose exactly what is wrong. If it was working before the capacitor job then that may have caused it, double check the capacitors then maybe get them to take another look.
