Well, the plain white with red needles finally bugged me enough to go ahead and tackle this project. The fact that the 97+ clusters use cathodes for illumination made this extremely difficult but I pulled it off.
I'll take and post some night shots once it gets dark.
I did one in blue playing around and actually DID change the cathode and recalibrate the voltage, but it was certainly not something I'd do again, so no hate for just coloring in the white part that is on the back of the cluster. It's certainly easier, even though I'm not a fan of the brightness of the cathode (which I have always thought was a little dim and greyish which is why I prefer LED's).
I won't take from Matt's DIY, but basically you just remove the motors from the face as shown on my link and color in the areas you want blue with either transparent blue film, or marker. Matt'll make it more clear for you.

Like OLT said, all you gotta do is remove the face put some kind of color behind everything. I used plastic blue film which I picked up from Hobby Lobby for $4. I then traced everything I wanted to be blue onto the blue film and cut it out, then stuck it to the back of the face with a very tiny amount of super glue.
I think Im gonna add another layer of blue film to make the blue a little darker but I like it for now.
In some of the pics, theres areas where the blue came out a little white but its not actually like that, its just crappy camera issues.

Hell ya! If you go with the hobby lobby stuff, make sure you do 2 layers of it. My pics came out horribly and the real thing looks nothing like these pictures but the blue in the cluster is a little lighter than I wanted, so ya, use 2 layers instead of one.
